Intro. This is the order I recommend you to play Dragon Age II with its three story DLCs The Exiled Prince, Mark of the Assassin and Legacy. DLCs like the item packs, The Black Emporium and other stuff is not included, as they do not have story content. I am NOT the support for the game/DLCs/mods etc.!
The first two are IMO on more or less the same level of importance. Three is a nice bridging DLC -- it provides closure, and is extra special if you've romanced Morrigan. 4-5 add a bit of side-content to the game, but I'd consider them very much optional. 6 is not that good, but it's one last excuse to play with your PC.
7. Dragon Age 2 (import from Origins/Witch Hunt campaign) 7a. Exiled Prince DLC (starts Act 1, continues Act 2 and Act 3) 7b. Mark of the Assassin DLC (happens any Act, but best in Act 2 or Act 3) 7c. Legacy DLC (happens any act, but best in Act 2 or Act 3) 8. Dragon Age: Inquisition (use Dragon Age Keep website with manually inputted story) 8a.
login to your ea account in da2 before doing so. go to the da2 bin_ship folder and run DragonAge2Config.exe. if you hover over the 'dragon age 2' tab (so between the 'file' and 'system' tabs) you can 'save dragon age 2 settings'. after i did that my downloaded dlc's installed without issue. hope that works for you as well!
